Fra venstre mot høyre ser vi Major General William Tecumseh Sherman (1820-1891), General-in-Chief Ulysses S. Grant (1822-1885), U.S. President Abraham Lincoln (1809-1865) og Rear Admiral David Dixon Porter (1813-1891)

Den 27. mars 1865 inviterte general Grant president Lincoln til sitt hovedkvarter i City Point, Virginia. Det traff seg slik at general Sherman også oppholdt seg der, og et møte ble arrangert. Til stede var også kontreadmiral  David Dixon Porter, som noterte i sin dagbok, og senere skrev ned dette:

I shall never forget that council which met on board the River Queen. On the determinations adopted there depended peace, or a continuation of the war with its attendant horrors. That council has been illustrated in a fine painting by Mr. Healy, the artist, who, in casting about for the subject of an historical picture, hit upon this interview, which really was an occasion upon which depended whether or not the war would be continued a year longer. A single false step might have prolonged it indefinitely

Som vi kan lese her, har det eksistert flere versjoner av bildet. Versjonen i The White House var lenge gjemt og glemt, men ble gjenoppdaget i 1922, og kom til The White House i 1947, da Harry S. Truman (1884-1972) var president.
